Traffic Enforcers in Manila

Traffic enforcers
I had 2 hours of sleep due to excitement to go home. I left the house at 4AM and was able to ride on a cab with a very nice driver, i thought my day has started so great until I reached the skyway. I had a fight with a traffic enforcer!
There was no conspicous notice that skyway to Terminal 3 is closed until near the tollgate. The taxi driver started to reverse so that we could go through another route. We were hoping there’s no traffic enforcer because nobody has informed us earlier. However, when you are in Manila, traffic enforcer would appear right after you commit a traffic violation, they are apparently hiding to trap you and make a mistake so that a bribe can be taken (from those who would give in). It’s been always the pattern for most of them, they appear like a genie with a ticket to be issued.:-(, not a wish list to be granted…
The traffic enforcer was telling that there was sign that tollgate is closed but it’s not even visible so I had to argue with him that we would have not proceed had we seen the sign. He was telling the driver to give him his license, which is not right because there was no signage anyway. When I began to ask him why was he not there earlier to give the motorists instruction that tollgate is closed and just appeared after we have gone down, suddenly calmed down and eventually allowed us to go on our way without further insisting on getting the driver’s license. The usual Php220 taxi rate to terminal 3 from my place became Php270. Anyway, I hope traffic enforcers would realize that their duty is to guide the motorists and ease traffic.
